Monitoring of voting of members of the National Council of the Slovak Republic.

Project „MPs under public control” is an initiative of the F. A. Hayek Foundation Bratislava with collaboration of the Slovak TaxPayers‘ Association. The goal of the project is to draw the attention of the Slovak public to the impact of politicians’ decision-making on the taxpayer’s purse and on the business environment and jobs. The F. A. Hayek Foundation Bratislava and the Slovak TaxPayers’ Association conducted analysis of laws proposed at the 16th parliamentary session of the 6th election term. The analysis was conducted from the perspective of the impact on the taxpayer’s purse and the business environment.

Conclusion: 16th parliamentary session was again a big burden on the taxpayer’s purse, as well as for the business environment. The number of laws with a negative impact on the taxpayer’s purse and the business environment (29) was almost three times as big compared to laws that had a positive impact on the taxpayer’s purse and the business environment (10).

How did the taxpayer’s purse suffer?

At their 16th session, the MPs approved 44 laws and rejected 12 laws (in the first, the second, or the third reading). Of the approved laws (44):

–       17 laws (39%) imposed a burden on the taxpayer’s purse and

–       6 laws (14%) eased a burden on the taxpayer’s purse.

The remaining laws did not have any impact on the taxpayer’s purse.

Chart: Burden of approved laws on the taxpayer’s purse – 16th session of the National Council

The chart shows the number of the laws approved at the 16th session of the 6th election term of the National Council and their impact on the taxpayer’s purse. The chart shows a higher number of laws imposing a burden on the taxpayer’s purse.

Chart: The cumulative number of approved laws since the beginning of the election term

Note: The above chart shows only the laws that were approved in the third reading. The reason for leaving out laws approved in the first and the second reading is to avoid counting them twice in the process – since every such law will eventually either pass the third reading or be rejected.

How did the MPs promote the business environment?

At their 16th session, the MPs approved 44 laws and rejected 12 laws (in the first, the second, or the third reading). Of the approved laws (44):

–          12 laws (27%) imposed a burden on the business environment and

–          4 laws (9 %) eased a burden on the business environment.

The remaining laws did not have any impact on the business environment.
