The inner city has always been a site of change and innovation. In times of COVID-19, the inner city has an opportunity to exploit its strengths – with digital retail concepts, innovative mobility solutions, and pragmatic site usage. The Fraunhofer IAO researchers see the inner city of the future as an innovation lab for developing and testing new concepts.

We are pleased to present the tenth issue of 4liberty.eu Review, titled “(Not So) Smart Regulation”. With contributions covering Poland, Slovakia, the Czech Repubic, Ukraine, Bulgaria, Serbia, Lithuania, and cross-national analyses, it offers a wide range of perspectives on regulation.

The eighth issue of 4liberty.eu Review focuses on personal freedoms and discusses the topic from various perspectives, including: freedom of the press, paternalism, social media, religious freedom, among others. The point of view is, as always, Central and Eastern European.

The new concept of a future 4.0 factory was presented at the Hannover trade fair for the first time already in 2011. It promised a new way of production that will be flexible, effective and ready to mass produce individualized products with lower demand for a human labour force.
