The Law and Justice Party (PiS) has been using state-owned enterprises (SOEs) to push for changes in the justice system that are detrimental to rule of law, economic growth, and civil liberties. At the same time, SOEs saved the Polish Mining Group (PGG) from bankruptcy.

Poles do not know how much and on what the Polish state spends their money. Meanwhile, the structure and size of public spending have a direct impact on their daily lives by influencing the level of taxation and the availability of public services.

One of the features of this survey is that entrepreneurs themselves identify obstacles to doing business and reforms they expect from the state.

Since the people believe in the static concept of the state, they believe it is a birthright to determine entry into this belief system. They believe the state border is the moral entity of which they are a part, and they judge newcomers accordingly.
