The necessity of a reformed Hungarian higher education system became clear in the 2000s: after the regime change in 1990, the number of higher education students was increasing heavily, which decreased the quality of higher education and the value of university diplomas.
How well would an average politician, clerk or analyst at a ministry perform as an investor? Recently, we have had several opportunities to witness it ourselves. In some public projects, the low return on investment is evident even to a random passer-by.
The presented case study provides a review of the rationales behind state ownership and the decisions to establish SOEs and delineates specific implications of these policies. Its main focus are SOEs in Bulgaria, Estonia, Lithuania, Poland, and Slovakia.
